Disclose Water and Makeup Water Constraints for GPU Offtake
Power gets a GPU buyer’s attention, but liquid-cooled deployment may also depend on documented access to usable water.
The owner has power and an interconnect concept. The buyer asks for makeup-water GPM, the source, who holds the right, and where blowdown goes. There is a municipal line nearby. There is no allocation.
That is a water-rights and availability problem, not a rack thermal-design problem. Thermal envelopes and CDU layouts are a different post. This playbook is about disclosing makeup water a GPU offtake buyer can underwrite.
State the makeup-water requirement
Lead with demand, not with “we have water nearby.” State average and peak gallons per minute, any seasonal variation, the assumptions behind those numbers, and who prepared the estimate. A contractor recollection is not the same artifact as an engineered load.
Separate closed-loop circulation from makeup. A liquid-cooled hall can reject heat through a closed loop and still need little continuous makeup—or it can depend on evaporative plant that consumes water every hour it runs. Those are different products. Label planning assumptions so a buyer can see which number is design, which is study, and which is still conceptual.
Not every liquid-cooled deployment needs continuous makeup. Do not imply that it does, and do not hide makeup behind a cooling-megawatt figure. If the offtake block only works with evaporative towers, the water number is part of the capacity story.
Identify the source and who controls it
Name the source: municipal, reclaimed, well, surface, industrial reuse, or district loop. Then name who holds the right to take that water in the quantity you just stated. A nearby pipe is adjacency. A right, contract, or allocation is control.
If the municipal main is across the road but no tap, meter, or allocation exists, say that. If a well exists but the permitted volume is smaller than peak makeup, say that. If reclaimed water is discussed but not contracted, label it prospective. Unresolved rights should be stated plainly rather than left for diligence to discover.

Disclose permits, curtailment, and discharge
Intake is only half of the path. Blowdown and other discharge have their own permits, temperatures, chemistry limits, and receiving destinations. A site that can take water it cannot legally discharge does not have a complete water product.
Name drought and curtailment stages that can reduce or interrupt the stated GPM. If the municipal utility has published restrictions, attach them. If a surface right is junior and cut in dry years, say so. Temporary power does not cure undocumented water. If the interconnect can energize before makeup is contracted, disclose that pairing the same way you would disclose a schedule gap that might need bridge capacity on the compute side while site infrastructure catches up.
Treat water quality as a constraint, not a footnote
Quantity without quality is an incomplete disclosure. Hardness, conductivity, chlorides, silica, biological load, and total suspended solids can decide whether the stated source can feed towers, heat exchangers, or a treatment plant you have not yet designed.
Publish a sampling date. A five-year-old lab sheet is not current quality. Reclaimed water is not automatically equivalent to potable municipal supply; it can be the right source if treatment, permits, and variability are written down. It is the wrong source if the pitch treats it as interchangeable.

Package a decision-ready one- or two-page exhibit
Buyers do not need a full water-balance model on first contact. They need one or two pages that state demand, source, right, permits, discharge, quality, drought exposure, and evidence grade. Separate installed taps and operating rights from applied permits, vendor quotes, and conceptual studies.
Attach the few documents that support the exhibit: the demand estimate and its author, the right or allocation instrument, discharge permit status, the latest water-quality sample, and any curtailment rules. Does every liquid-cooled GPU deployment need continuous makeup water?
No. Closed-loop designs may need little continuous makeup. Evaporative plant usually needs a documented average and peak GPM. Disclose which design you are assuming rather than implying that liquid cooling always means a river or a large municipal tap.
Does a nearby municipal main prove a water right?
No. Adjacency is not allocation. The buyer needs the instrument, the usable volume, and any remaining tap or meter work. Unresolved rights should be labeled unresolved.
Is reclaimed water automatically equivalent to potable supply?
No. Reclaimed water can be a strong source if quality, variability, treatment, and permits are documented. It is not a drop-in substitute for a potable right you do not have.
What if water rights are still unresolved?
State that plainly. Buyers can underwrite a future allocation if the path is visible. They cannot underwrite a rounded GPM with no right.
