What to Disclose About Fibre and Dark Fiber for GPU Offtake
GPU offtake buyers need a documented network path—not a pin on a carrier map or a duct described as dark fiber.
A buyer loves the megawatts. Then they ask which carriers actually reach the site, whether “dark fiber” means installed cable, empty duct, or a planned lateral, and whether two physically diverse routes reach a meet-me.
The answers often live in a 2014 easement and a contractor’s head. That is not a network product. Power interconnect is a separate workstream. This playbook is about disclosing the fibre path a GPU offtake buyer can underwrite.
Start with the physical route, not a coverage map
A carrier coverage pin is a marketing claim. A route package is a diligence artifact. Build it around the physical path: on-site conduit or tray, laterals, splice points, handholes, vaults, and the meet-me the circuit is supposed to reach.
For each segment, state status as installed, reserved, designed, permitted, or conceptual. Those five words are not interchangeable. Installed tested cable is a different product from a permitted unbuilt lateral, and a conceptual route on a slide is not a route.
Name who controls each segment, which easements exist, which crossings remain (rail, highway, water, third-party property), and the source of any length or loss figures. If the length came from a desktop GIS estimate rather than as-built measurements, say so.

Say what dark fiber actually means
“Dark fiber” is not a single product. Separate the physical asset from the commercial right, the remaining term, the electronics, and the delivery boundary.
Physical means there is glass between two named points. Commercial means someone can grant use of that glass—IRU, lease, or another instrument—with a remaining term the buyer can model. Electronics means the gear required to light the path. Delivery boundary means where the buyer’s responsibility starts.
Do not represent duct as dark fiber. Empty conduit, a spare innerduct, or a “fiber-ready” easement is a construction path, not an unlit circuit. A buyer who later discovers they bought a duct will treat every other disclosure as inflated.
Prove diversity beyond two carrier names
Two logos on a slide are not diverse routes. Diversity is a physical claim: separate building entrances, documented divergence after they leave the site, no shared duct or bridge for the claimed diverse pair, and no common owner or meet-me upstream that collapses both paths into one failure.
Name the single points of failure you already know: a shared vault, a common river crossing, a single meet-me floor, a maintenance window that takes both carriers down. If you have not walked or reviewed as-builts for those points, label the diversity claim unverified.

Document meet-me, latency methodology, and remaining construction
Name the meet-me or interconnection facility, who has access today, and what remains to get a circuit there. A nearby carrier hotel is not access. A letter of intent is not a cross-connect. A designed lateral is not a lit path.
If you quote latency, publish the methodology: endpoints, measurement time, one-way or round-trip, and whether it is measured, modeled, or inferred. A nearby cloud region does not prove the latency a GPU cluster will see from this building.
Then disclose remaining last-mile construction: permits, easements, boring, splicing, testing, and the party who owns each item. What should a site owner send first?
The route package: physical path, segment status, control, easements, crossings, and the evidence grade for each length or loss figure. Carrier marketing maps come later. Buyers screening sites against colocation and site infrastructure need a path they can diligence, not a pin.
Is an IRU always better than a fiber lease?
No. An IRU can be stronger if the remaining term, restoration terms, and underlying physical path are clear. A shorter lease on installed, diverse, tested fiber can be more useful than a long IRU on an unverified or incomplete route. Disclose the instrument and the asset separately.
How should unverified fiber be labeled?
Label it unverified. Do not upgrade a contractor recollection, an old easement, or a coverage map into “dark fiber available.” Buyers can underwrite a future lateral. They cannot underwrite a rounded claim with no as-built.
Does a nearby cloud region prove usable latency?
No. Region adjacency is not a measurement. Publish endpoints, method, and whether the figure is measured or modeled. If you cannot measure yet, say the latency is unknown rather than implied.
